600,000 animations does not mean 600,000 NPCs

Aaron Garbut has said GTA 6 contains more than 600,000 animations. Coverage compares that with roughly 55,000 in GTA V and around 300,000 in Red Dead Redemption 2. PC Gamer

600,000 animations does not mean 600,000 people.

It does not establish:
